The Kansas City Housing Coalition (KCHC) is an advocacy group that examines current housing policies as they relate to affordability and attainability with a particular focus on policies and programs for single family rehabilitated and newly-constructed workforce housing units for Kansas City’s central city neighborhoods.
KCHC will coalesce individuals, small-scale developers and non-profits who are working in disadvantaged neighborhoods for the purposes of obtaining information and suggestions for administrative and policy changes that will increase their abilities to produce workforce single-family housing products.

The ReBuild KC grant program provides city funds to Kansas City residents for neighborhood improvement projects and programs. The grants are competitive and are awarded based on how well they support the activities. The second round of ReBuild KC grants, which launched on June 16, 2023, will provide about $5 million for neighborhood improvements. The Kansas City City Council allocated the remaining funds from the American Rescue Plan to ReBuild KC.
The Housing Trust Fund was established in 2018 by Ordinance No. 180719 to implement neighborhood revitalization, housing development, and preservation projects in accordance with the City’s housing policy. In 2021, Ordinance No. 210873 established the process funds would be allocated from the Housing Trust Fund. Created the Housing Trust Fund Board to review applications and recommend projects to Council through a bi-annual RFP process. Named priorities and requirements to guide the review and evaluation of projects.
In April 2017, Kansas City, Missouri, voters approved a sales tax of 1/8 percent to fund economic development projects in central city areas. The Central City Area is located on the east side of Kansas City, MO. The area’s boundaries are defined on the north by 9th Street, the south by Gregory Boulevard, the east at Indiana Avenue, and the west by Paseo Boulevard. A Central City Economic Development (CCED) Sales Tax Board reviews, analyzes and considers project proposals requesting CCED sales tax revenues. It provides City Council with its recommendations regarding projects to fund.
The Community Development Block Grant (CDBG) program is a federal initiative designed to provide financial assistance to state and local governments to support a wide range of community development activities. This program is administered by the U.S. Department of Housing and Urban Development (HUD).
As a seasoned Community Development Executive, Pat Jordan has amassed a wealth of experience successfully leading and executing multimillion-dollar projects in urban revitalization and community development. Their career has been defined by a dedication to transforming neglected spaces into vibrant hubs of activity, enriching the lives of residents and enhancing the fabric of local communities.
Pat Jordan has played integral roles in numerous impactful initiatives. For instance, they spearheaded the design, business plan, and renovation process for the $6 million Gem Theater project situated in the Historic 18th & Vine Jazz District. This endeavor not only revitalized a significant cultural landmark but also catalyzed economic growth and community pride.
Furthermore, Pat Jordan was retained by Morningstar’s Community Development Corporation (MSDC) to lead the development team for the $5.0M Morningstar Youth & Family Life Center and negotiate the deal for the $8.4M Morningstar Senior Housing apartment building. This involved navigating complex negotiations, securing funding, and fostering collaboration among key stakeholders to ensure the success of these vital community assets.
More recently, Pat Jordan took on the challenge of coordinating the purchase of the vacant lot where the Greenwood School once stood for Fulson Housing. This endeavor required navigating negotiations with the Kansas City Missouri School District, gaining support from neighborhood organizations and the City, and contributing to the development of a Community Benefit Agreement that aligns with the needs and aspirations of the local community.
In addition to the project-specific achievements, Pat Jordan is the President of the Town House Community Development Corporation, overseeing a $35 million renovation of a 123-unit Senior Housing Project in downtown Kansas City, KS. Her leadership and strategic vision were instrumental in realizing this ambitious project, significantly improving the quality of life for senior citizens in the KCK community.
Christina Hoxie started Hoxie Collective in 2017. She has been practicing urban and regional planning in the greater Kansas City area since 2008. Prior to 2008, Christina worked in architectural practices in Chicago and Houston since 1995. Christina’s work focuses on providing comprehensive, actionable planning solutions that are pragmatic, creative, and owned by their unique communities.
The process to achieve these integrated, community-driven solutions is where the innovation lies. Christina is an empathetic listener and strategic thinker who facilitates informed dialogue to find common ground and creates clear decision-making processes that build trust. She also seeks opportunities during planning and analysis processes to build multi-sector partnerships that assist the implementation of solutions from public policy, to educational programs, to housing, mobility, and green infrastructure solutions.
Christina’s deep love of nature and neighborhoods carry over into her community service activities in Deep Roots committee leadership, and Heartland Conservation Alliance committee service, as well as volunteering with various community gardening initiatives.
Terrell received a Bachelor’s Degree (Communications & Public Relations emphasis) from Alabama State University, Montgomery, AL. and earned a Master’s Degree from the University of Phoenix, Kansas City, MO.
Owner/Partner of Integrity Capital Management, Jolly &Associates, and Legacy Asset Group which includes managing more than 150 residential and commercial properties. The common thread of these organizations is to revitalize the urban core of Kansas City providing affordable housing and pathways to ownership. Terrell focuses on ensuring best-in-class management services for a wide range of clients, including property owners, residents, investment partners, and housing agencies.
Terrell launched the management firm of Integrity Capital Management, LLC (ICM) in Lees Summit, MO. ICM successfully oversees nearly 150 commercial and residential rental properties valued at $80K-$240k by advertising and filling vacancies, negotiating and enforcing leases and maintaining and securing the premises. Some of the properties are owned by out-of-state lessors who praise Terrell’s professionalism, superior customer service and relationships with tenants that allow him to collect and submit rental income in a problem-free manner.
Through a multi-tiered organization platform. Integrity Capital Managment, LLC (ICM) provided ongoing property management services to property owners in the Kansas City Metropolitan area. By providing day to day maintenance, emergency services, and rent collection, ICM takes the burden off property owners.
